chore: use latest yarn and remove engines section
* chore: remove engines section from package.json
The versions are already in pom.xml, this section is just messing up developer
workflows. Removing.
* Upgrade required yarn version
* Update yarn version in frontend pom.
* chore(frontend): update frontend-maven-plugin
This version is needed for yarn 1.0+ since they moved the executable location.
