Here are the ebay rules. Of course we
all see them violated every day. The sad fact is that ebay makes a ton of money
off this stuff and so looks the other way more often than not. If someone pushes
them enough they will ban the seller however. The problem is the seller can make
a new ebay identity in five minutes and start selling again.
