Hmmm...
I've always been told it's not how big it is, it's what you do with 
it.
But that probably doesn't help much...

That's pretty much right. It's what you do with it

The artwork I've downloaded has all been .jpg, which isn't sized in inches
(or centimetres) but simply pixels. Further, the image is compressed in a
lossy fashion to save (a lot of) space.

All you have to do to get these images to print is to assign the pixel
size in whatever program you use to print the images. Make sure you scale
both horizontal and vertical axes the same amount to keep the proportions
correct.

Sometimes I download images and they appear small - that's just b/c those
images assume 72 dots per inch and my main monitor displays as 80 dots per
inch. So everything is ten percent smaller than it 'should' be.
