ah ha it is wpa_supplicant

starting wpa_supplicant not in the background revealed this startling message

CTRL-EVENT-EAP-STARTED EAP authentication started
EAP-PEAP: Unsupported Phase2 method 'MSCHAPV2'

meaning I have to dig into how wpa_supplicant is being compiled. :-)
