The situation:
At the moment translations for activity-log-manager are appointed to 
launchpad-translators with 'open' permissions. 

The problem:
This means that anybody can directly submit translations to 
activity-log-manager. Because translations from trunk are shared with 
activity-log-manager in precise, this means that anybody can submit 
translations directly into ubuntu. 

The solution:
To fix this the translations for activity-log-manager should be 'restricted', 
to ensure that only properly vetted translations make in into ubuntu.
