I guess you downloaded the translation file with Safari.
Safari automatically extracts the zip archive after it downloads them that
is why you did not get a zip archive.
You can download the translation files with another web browser, use
download managers to download them or open Safari preferences and uncheck
the Open safe files after downloading.
