Complete 10,000 houses of SC, ST beneficiaries before Septem

RAJAHMUNDRY: Chief Minister Dr Y S Rajasekhara Reddy has said
directions were issued to complete the construction of houses started
before starting Indiramma Housing Programme (IHP) across the State.
As many as 7,000 houses were not completed in East Godavari district, he said.
He directed officials of Housing Coporation to complete 10,000 houses
of SC and ST beneficiaries sanctioned under IHP phase-1 before
September this year.
Reviewing the implementation of development programmes in the district
with the officials at Roads and Buildings guest house here on Sunday
he said the Government is contemplating to start a ‘special fund’ for
bridge loans. Final decision will be taken after discussing with the
bankers in this regard, he added.
The officials should speed up the land acquisition process for the
housing programmes in urban areas and initiate steps to clear court
cases in this regard, he said.
“District in-charge Minister and Irrigation Minister will take a
decision to sort out the problems faced in supplying water from
Yeluru,” he said.
The Government will take steps for the proper implementation of Forest
Land Protection Act, he said. Special steps would be taken to provide
corporate education to tribal students, he added.
Earlier, Collector Gopalakrishna Dwivedi briefed the Chief Minister
about the development activities in the district. East Godavari
district was in fourth place in implementing of IHP in the State, he
said.
So far Rs 75.60 crore has been spent under Rajiv Arogyasri and 23,018
medical camps were conducted, the Collector stated.

Despite a Supreme Court order to explain her statue spree, Uttar
Pradesh chief minister Mayawati has decided to spend an additional Rs.
3 cr to bronze her statues. Mayawati has sanctioned funds from the
state reserves to replace her current fibre-glass statue with a
24-foot high solid bronze likeness.

Mayawati unveiled 15 statues just 10 days ago drawing criticism from
the Centre as well as from her Opposition in Uttar Pradesh.

The Supreme Court had given Mayawati four weeks to explain why she
blatantly spent public money to set up memorials of herself and her
party founders after a petition was filed challenging her
statue-building spree.

Mayawati's recent exploits also seem to be a direct snub to home
minister P Chidambaram who called her actions shameful and political
rival Mulayam Singh who vowed to bulldoze the memorials.

Lucknow: Uttar Pradesh chief minister Mayawati has declared war on the
Congress. Her latest missile is a 112-page booklet that accuses the
grand old party for being anti-Dalit. The booklet will be distributed
throughout the state on July 22 when BSP holds demonstrations against
the Congress-led government at the Centre.

TitledDalit ki beti desh ki pradhan mantri kyun nahin ban payee? Zara
sochiye. (Think why a Dalit woman could not become PM.) the booklet
attacks the Congress for using Sushil Kumar Shinde, Meira Kumar and
Ram Vilas Paswan to grab votes.
The Congress never installs SC/ST leaders in any crucial positions
from where they could do something to better the lot of these people,
reads the booklet, written by Mayawati herself.

It says that soon after the last Maharashtra state polls, Shinde was
removed as CM and made Andhra Pradesh governor. Meira Kumar has also
been made LS Speaker only to keep her away from the people, states
the booklet, alleging a Congress conspiracy to keep Dalit leaders away
from active public life. She states that Dalit leaders in other
parties are no more than bandhua mazdoor (bonded labour). She dubs
the Congress as extremely casteist and mocks at party leaders (read:
Rahul Gandhi) doing natakbaazi (drama) of mingling and breaking
bread with Dalits to get their votes. Gandhiji also did this
throughout his life, the booklet states.

At one point, Mayawati compares herself with Barack Obama. The
elevation of a black as US President is a ray of hope for us, she
writes. Congress leaders are livid at the charges. She talks of Dalit
leaders in other parties. But what about Dalits in the BSP? She has
never given any key post to any Dalit leader, says UP Congress
spokesman Dwijendra Tripathi. This is mindless and comes from a
frustrated person.

Uttar Pradesh government is going to demolish three jails of Lucknow
for the expansion of Ambedkar Sthal, the dream project of Chief
Minister Mayawati. These three jails include District Jail, Model Jail
and Women Jail. Although, the High Court has stayed the demolition of
these jails and allowed for their modernisation, the state government
is adamant to demolish them and has even ordered for shifting of the
inmates from these jails to a new jail, which is still under
construction.

The urgency behind shifting of the prisoners from these jails is based
on the need to spare additional 80 acres of land for the dream project
of Mayawati. The government wants to expand the Ambedkar Sthal, which
is already spread over an area of 101 acres, adjacent to the jail
buildings. The expansion programme is said to be the part of a series
of projects in the name of BR Ambedkar, Ramabai Ambedkar, Jyotiba
Phule, Chhatrapati Sahuji Maharaj, etc.

In the name of the above-mentioned Bahujan Samaj stalwarts, Mayawati
has already spent crores of rupees from the state exchequer. The
Bhimrao Ambedkar Samajik Parivartan Sthal, Prerana Sthal, Ambedkar
Smarak Sthal, Ramabai Sthal, Kanshi Ram Memorial and Kanshi Ram Park
are some of the examples. Seven statues have also been installed
there. There are two statues of Kanshi Ram and Mayawati at Mal Avenue
area in Lucknow. She did not stop here. In two years of her regime,
she unveiled at least four additional statues of herself. Sources say
the average cost of one statue is about Rs 25 lakh.

Meanwhile, the Supreme Court has served a notice to the state
government in response to a PIL against the spending binge and sought
a report on construction within four weeks. With the four-week period
to respond, the Mayawati government has got some more time to spruce
up the parks, memorials and statues, so dear to her.

This is an open secret that this whimsical decision of the Chief
Minister is an over-burden on the state exchequer. But for Mayawati,
it does not matter. During her tenures of chief ministership, she
concentrated only on these types of projects rather than initiating
any concrete developmental project. This is the fourth term of her
chief ministership. In her every tenure, she concentrated only on
constructing parks, smriti sthals, renaming universities after Kanshi
Ram, BR Ambedkar, Ramabai Ambedkar, Jyotiba Phule, Narayan Guru,
Shahuji Maharaj etc. Nearly Rs 2700 crore have been spent on these
non-developmental works. In her first two regimes, she spent Rs 200
crore on Ambedker Park, Parivartan Chowk, Ambedkar Bus Station,
Prerana Sthal, etc. During the present tenure too, following her
decision the Ambedkar Udyan has been demolished completely and Rs 2000
crore are being spent on its renovation. This is also an extra burden
on the state exchequer. Her decision to acquire 150 acres of land
around Ramabai Sthal for parking is facing a severe protest from the
local residents. The matter is pending in Lucknow Bench of High Court.
The court has sought a detailed report on this project.

It is worth mentioning here that the new jail building, still under
construction at Mohanlal Ganj, lacks the basic amenities. Sources say
the senior officers of the jails are under immense pressure to pave
the way for shifting the jail inmates to the new jail. Succumbing to
the pressure, the jail authorities are learnt to have identified the
first batch of 100 inmates, which is expected to be transferred to the
new building soon. The jail authorities are panicky because the
present structure of the new building not only falls short of basic
amenities but also does not have anything in the name of security—not
even a gate to the main entrance.

A senior jail officer told Organiser that for the jail staff office
there are rooms, which do not have even doors and windows; the
location does not even have proper power supply. But the project is on
the priority list of the Chief Minister! Therefore, none dare raise a
voice. The Model Jail along with the Women Jail, houses around 400
inmates, all of whom are convicts serving life sentence for crimes
like murder, etc. Such inmates require high-level security. The jail
authorities feel the incomplete new jail building may come as a
blessing in disguise for the inmates who can see their freedom at a
short distance and easily attainable without much efforts.

Lucknow Chief Minister Mayawati has dismissed the Union budget as
directionless and anti-people, which has disillusioned all sections of
society.
She said the budget proposals have vindicated her stand that the UPA
government stands only for the rich and privileged sections.

Taking particular exception to the Finance Minister's proposal for tax
exemption on benami donations received by charitable trusts, Mayawati
said this will encourage generation of black money.

“The budget has not fulfilled the expectations of the poor and weaker
sections of the country and the budgetary arrangements suggest that it
is loaded in favour of capitalists,” she said.

It is full of relief and concessions for rich people, business and the
corporate world. Tax exemption for branded jewellery is one such
proposal which will benefit only big businesses and the corporate
world.

Criticising the Finance Minister for withdrawing the Fringe Benefit
Tax, Mayawati said this was another big concession for the corporate
world. Similarly, for the benefit of the business community, commodity
trade tax has been abolished.

Low income groups had been given only a notional relief in income tax,
while surcharge for tax payers with an annual income of Rs 10 lakh or
more has been abolished.

The Finance Minister had ignored the interests of millions of weavers
who are mostly from the dalit and minority communities. Moreover,
instead of providing relief to the handloom sector, the Finance
Minister had imposed eight per cent tax on the handloom products. She
alleged that this would only benefit big companies manufacturing yarn.

The chief minister also said that with the objective of benefiting a
particular business house, the Finance Minister had announced a tax
holiday for companies involved in oil and gas exploration and
production. Though in his speech, the Finance Minister mentioned
electricity in rural areas, he did not announce any specific plan for
the electrification of the villages of Dalits and poor sections, she
added.

Moga , July 7 A man was arrested today for allegedly trying to rape a
11-year-old Dalit girl here.

Rajbhupinder Singh was arrested while boarding a bus here this morning
in a bid to escape, police said.

Singh yesterday allegedly tried to rape the Dalit girl at his house in
village Himmat Pura under Nihalsinghwala sub-division, they said.

The victim, who is Singhaposs neighbour, raised an alarm. The
girlaposs father and other people in the locality rushed to the spot
and rescued her, they said, adding Singh, however, managed to escape.

The FM said Rs 50 crore would be allocated for Panjab University. The
allocation for Chandigarh has also been considerably hiked this year
to “provide better infrastructure for the people”. The Budget
estimates for the UT stands at Rs 1,768.22 cr - Rs 573.57 crore more
than what was provided in 2008-2009.


New Delhi, July 6
The government today set the ball rolling for reforms in higher
education by increasing the budgetary allocation for the sector to Rs
9,600 crore, up by Rs 2,000 crore from the outlay in the Interim
Budget presented earlier this year.

Overall allocation for education has also been significant at Rs
36,400 crore, which makes up for 35 per cent of the total outlay for
the social service sector, where maximum budgetary support has been
given this year.

Importantly, the entire increase in the human resource development
sector has been pocketed this time by higher education, with funds for
school literacy remaining the same as provided in the Interim Budget.
Even allocations for flagship programmes like the Sarva Shiksha
Abhiyaan and the Mid-Day Meal Scheme remain unchanged, as compared to
Budget estimates of Rs 13,100 crore and Rs 8,000 crore, respectively,
made in the Interim Budget.

Powered by reform talks, higher education has emerged a clear winner,
with the UGC getting Rs 4,375 crore, which includes provisions to
implement recommendations of the oversight committee, to ensure 27 per
cent OBC quota in all central higher education institutes and meet the
requirement of enhanced number of students in the wake of reservation.
Technical education has also got Rs 3,902 crore, including funds to
roll out the quota policy.

But the new focus area is skill development, with Finance Minister
Pranab Mukherjee saying in his speech,

“The demographic advantage India has in terms of a large percentage of
young population needs to be converted into a dynamic economic
advantage by providing them the right education and skills.” He also
announced a full interest subsidy scheme on higher education loans for
students from weaker sections. Five lakh students are expected to
benefit from the scheme, for which money is yet to be set aside.

For skill enhancement, a whopping Rs 900 crore has been given to the
National Mission in Education through ICT, which proposes to nurture
human resources through specially designed modules.

“The scheme envisages effective utilisation of intellectual resources,
certification of knowledge acquired either through formal or
non-formal system and systematically building a database of
capabilities, capacities and talent of country’s human resources,”
reads the Budget document, which also provides Rs 495 crore for
upgrading polytechnics under the skill development mission.

Further, Rs 827 crore has gone into the Budget for the
operationalisation of central universities - one in each uncovered
state.

Another Rs 2,113 crore has been set aside for IITs and NITs, including
Rs 450 crore for the creation of new institutes.

Of the total budget of Rs 800 crore for IITs, Rs 600 crore would go
only towards the implementation of the oversight committee
recommendations on OBC quota and resultant enhanced student strength.

The Budget has given a direct role to Centre in Dalit-dominated
villages, in what seems an ambitious Congress attempt to take on BSP
and Mayawati.

The social justice ministry is set to launch a pilot project of
'Pradhan Mantri Adarsh Gram Yojana' in predominantly SC villages,
announced in the Budget.

The scheme, approved by a Pranab Mukherjee-headed ministerial panel on
Dalit affairs before the Lok Sabha polls, seeks to fund development in
44,000 villages with over 50% SC population. Rs 100 crore has been
earmarked for a pilot project in 1,000 villages.

If the project is eerily similar to the Ambedkar Gram Yojana launched
by BSP since it emerged on the political firmament, Congress's idea is
to renew its stamp on its traditional votebank. Mayawati has weaned
SCs away completely in UP, while she has been making strides in other
states to dent Congress.

The launch of the village scheme seems timely, as it comes when BSP
appears politically vulnerable while Congress is optimistic after wins
in 21 LS seats in UP.

The biggest impact of the new programme could be in BSP stronghold
where the Centre's name would appear parallel to Mayawati's in
SC-dominated villages. It is sure to rile the BSP chief, who makes no
bones about Congress's 'politics of tokenism'.

BSP, last week, took its criticism of Congress to a new level. Faced
with attacks on the state's drive to install statues of Dalit icons
including Mayawati, the Dalit outfit said these questions were never
asked in the context of Teen Murti Bhavan.

CM urged to take over SC/ST Welfare portfolio

KOLLAM: The Kerala Dalit Federation (KDF) has urged Chief Minister
V.S.Achuthanandan to take over the SC/ST Welfare portfolio from
Minister A.K.Balan who ``miserably failed’’ to utilise the fund for
the welfare of the Dalit communities.
 KDF state president P.Ramabhadran said here on Friday that Minister
Balan had claimed before the general elections that 90 percent of the
fund for the Dalit communities had been spent. However, it has been
found by the Central SC Commission that only 19 percent of the fund
was utilised. It is the failure on the part of the government that the
state-level monitoring
committee headed by the Chief Secretary and the district-level
monitoring committees headed by District Collectors were not holding
meetings.
 Ramabhadran said that during 1982-97 period the SC/ST Welfare
portfolio was handled by the then Chief Minister K.Karunakaran.

New Delhi, July 07: Even as the Supreme Court has sought an
explanation from the Uttar Pradesh government over its controversial
project of installing statues, state Chief Minister Mayawati on
Tuesday sanctioned another Rs 3 crore to erect bronze statues.

 The fresh sanctioning of money comes just days after the apex court
asked the state government to explain the rationale behind spending
crores of rupees from the state exchequer on statues.

The SC had on June 29 issued a show-cause notice to the UP government
after observing that 90% of the budget of the UP cultural department
was spent on installing the statues of Mayawati, BSP founder Kanshi
Ram and party symbol elephant across the state.

A vacation bench comprising Justices Dalveer Bhandari and AK Ganguli
had asked the state government to file an affidavit within four weeks,
detailing its arguments for the use of public money to erect statues
in the state.

“Notice to show-cause why the petition should not be admitted,” the
bench said and sought reply from the Uttar Pradesh government,
Mayawati, BSP and Election Commission which were named as respondents

The apex court’s directive was issued in response to a PIL filed by
Supreme Court advocate Ravi Kant.

Kant alleged that the total money used by Mayawati from the state
budget for 2008-09 and 2009-10 for such projects was to the tune of Rs
2,000 crore to falsely glorify the Chief Minister.

Bajura, July 6 - In yet another case of the prevailing social stigma
and misconception about untouchability, 27 Dalit families were cast
out of their village at Rugina Village Development Committee-3 in
Bajura district.
Though they were driven out on May 30, the news came to light only
after a week because the village is located in a remote area in the
district.

According to the victims, Mangal Bahadur Malla, Shara Bahadur Malla,
Dharam Bahadur Malla, Thir Bahadur Malla and other people of Ward No.
1 of the VDC evicted them from the village for “not doing the dishes”
during the marriage party of Aaj Bahadur Malla’s son.

Filling up the forms to get themselves declared freed Haliya (a form
of bonded labour abolished by the Maoist-led government in September
2008) also became the issue for

upper caste people to force the

Dalit families to leave the village, victims said.

Some Malla people also vandalised 22 houses of Dalits.

Though the Dalit families informed the District Administration Office
about the incident, no action has been taken yet.

With new man at helm, will govt schools get a fresh lease?

NEW DELHI: Intention matters a lot in everything we do. When Arjun
Singh was at the helm of affairs in the HRD ministry, he perceived
giving 27%
reservation to OBCs to be of greater importance than even free and
compulsory education for children upto 14 years of age, as guaranteed
under Article 21-A of the Constitution.

Nothing, not even the abysmal condition of government schools in
Delhi, could waver him from his single-minded devotion towards OBC
quota. A fresh breeze appears to be sweeping the corridors of HRD
ministry. Kapil Sibal, who within a few days of taking charge went
after bogus deemed universities in the wake of an expose on capitation
fee, now wants implementation of Article 21-A in letter and spirit and
has brought in the Right to Education Bill.

Article 21-A, inserted in the blue book through 86th constitutional
amendment on December 12, 2002, had promised free and compulsory
education to children between the age group of 6 and 14 years.

The amendment came 10 years after the Supreme Court ruled in 1992,
The right to education flows directly from right to life. Right to
life under Article 21 and the dignity of an individual cannot be
assured unless it is accompanied by the right to education. [Mohini
Jain vs State of Karnataka, 1992 (3) SCC 666].

A year later came the judgment in Unni Krishnan vs State of Andhra
Pradesh [1993 (1) SCC 645]. A Constitution Bench of the apex court
said, Having regard to the fundamental significance of education to
the life of an individual and the nation, right to education is
implicit in and flows from the right to life guaranteed under Article
21. It even warned that the Constitution would fail if education was
not provided to citizens.

Sibal, being an eminent lawyer and a great votary of education, must
have been aware of these splendid rulings of the apex court and was
probably waiting for an opportunity to put things in implementational
context. He now appears to be on course having got the opportunity he
was looking for.

He must also have kept abreast with the rulings and orders of the apex
court in the last two years. Last year, the SC in Ashoka Thakur case
(OBC quota) had stressed on the importance of primary education. And
he must be knowing that today, an estimated 100 million children do
not attend any school. Once education becomes compulsory and free,
government schools are most certain to accommodate additional
children.

Forget the additional burden, even at present are they equipped? Are
there enough teachers? Do they have basic amenities like water, toilet
and electricity? Do they have playgrounds?

Let's not talk about the hinterland or rural areas. Just a few years
ago here in Delhi, a student was crushed to death while attempting to
cross the road to get some drinking water as his school did not have
provision for it. A PIL by advocate Ravindra Bana informed the SC
about the woeful conditions of the municipal and government run
schools in the national capital. They had no drinking water, toilet or
fan. The SC is still dealing with the PIL.

If this is the state of affairs in Delhi, which had to be forced by
the SC to provide basic amenities, then what would be the condition of
schools in remote areas?

Well, Sibal also knows and understands the grief of hundreds of
parents who are still mourning the death of their young children
killed in fires in schools at Kumbakonam in Tamil Nadu and Dabwali in
Haryana. These schools had no fire-safety equipment. Advocate Avinash
Mehrotra filed a PIL in SC seeking to make fire-safety norms mandatory
for schools.

The Supreme Court, delivering its judgment on April 13 this year,
said, Children cannot be compelled to receive education in an unsound
and unsafe building... Article 21 and 21-A of the Constitution
requires that India's school children receive education in safe
schools. We must ensure that India's schools adhere to basic safety
standards without further delay.

So, Sibal has to ensure not only free and compulsory education for
children but also that the schools have basic amenities and conform to
safety norms.
