Those who is willing to help may come forward. Two sisters whose father died of Aid are studying Nursing in Guntur. Their monther was a causual labor and depends on the daily wages of her other daughter, her mother, and herself. The elder one was assisted by me for the past 3 years and completed her course. She is still looking for a job. The younger one was in the last year. She has been assisted by one of our donors for the past 2 years. Now, someone has to help her to pay her annual fee of around Rs.12,000 - Rs.15,000. I tought of helping her, but due to some financial decisions I had taken lately, my financial resources are almost drained out. I can not as generous as before, but I try my best to accommodate where ever I can. It is a part of my mission. So, now I am appealing to someone who can her this girl to finish her Nursing course. In addition, her sister needs around Rs.5,000 for her settlement of accounts in her institute, I was told. If anyone is willing to her, please come forward. I will send all the bills from the institute to the donors as soon as I receive them. So, here are the requirements: 1. Elder sister needs: Rs.5,000 2. Younger sister needs: Rs.12,000 - Rs.15,000 Since I have been helping them for the part 3 years, communication with them is not an issue (as it was before with some of the beneficiaries). If the donor wants, he/she can talk to them to understand their requirement. So, please come forward to help these sisters. With little more help, they will come out of poverty and may help thier other family members (especially the hardworking mother and grandmother) and others in their community. The Dalit has alleged that even though his land was encroached no action was taken against the mill owner, they said.

Asserting in an emotional tone that these visits were a learning process which would end the day I die, the AICC General Secretary said, if she (BSP leader) doesn't like it, my apologies to her. He said he did not believe in the caste system. Rahul also said the media had thrust a Dalit frame on his visits to the backward districts of the country. Asked about his visits only to Dalit houses, he said, I personally don't believe in caste system... I go to a human being's house and not a dalit's house. The frame of dalit is your frame, not mine... You see him as a dalit, I see him as a poor person. The day I die, I will stop learning. I hope I will continue to learn till the day I die, he told reporters. On a visit to Kerala to strengthen the party's youth wings, Gandhi expressed confidence that Congress will come to power in UP but did not want to hazard a guess on when it will happen. I can guarantee that this is going to happen and people are going to be proud of the Congress government in the state, he said. In a veiled attack on non-Congress parties ruling certain states, Rahul said the inability of the state governments there to reach out to the people was one of the reasons for spread of naxalism there. In states like Jharkhand, Chhattisgarh or Orissa, the governments were not reaching out to the people, which was one reason behind spread of naxalism, he said. Gandhi also came to the defence of Minister of State for External Affairs Shashi Tharoor, who has come under attack for twitting. I get the sense that he is working hard for the country, he said. On Tharoor's view that Gandhi Jayanti should not be a holiday, he said the minister has the right to have his opinion. Gandhi said he was comfortable with the idea of observing a holiday on October 2 but if the government decided otherwise, it was fine with him. It won't make a difference to Gandhiji. On apprehensions that the recent FTA with ASEAN would hurt the interest of Kerala farmers, he said, Nothing will be done to damage their interests. Interacting with the media in Kerala, the AICC General secretary made no secret of his annoyance with the manner in which some Congress leaders had made a mockery of the campaign by taking along cooks, generators, pedestal fans and their own provisions. Ask those who took the cooks. I can only speak for myself, he said. Rahul said his interaction with the poor were a part of his education process and he did not want to give it up. His decision to continue with the campaign is in line with the thinking among senior Congress leaders that the charm offensive must be left to the AICC general secretary. In cases where state leaders are involved, they have been issued a list of dos and donts. Gandhi sought to downplay suggestions that he was playing the caste card by marking out Dalits for special attention as they constitute 21% of the vote in Uttar Pradesh. I personally don't believe in caste system...I go to a human being's house and not a Dalit's house. I see myself as going to a human being's house. My effort is to understand their problem and I cannot do that sitting in an AC office. I tell my people, 'find me the poorest village'. Before she was bed ridden, Pariyar had been taking medicine from Chitwan Cancer Hospital. A blood cancer patient, Pariyar had been with Radio Mandabi for last two years. I go to a human being's house and not a Dalit's house. The frame of Dalit is your frame, not mine...I ask my office to arrange for my visit to a poor person's home in the poorest village. You see him as a Dalit, I see him as a poor person,” he said. He said that he did not see a difference when he met a university student or a tea vendor. “I don't ask whether he is a Dalit, the difference is in opportunities. They are as intelligent and as smart as you, but got no opportunity to go to a university,” he said. Meanwhile, the Uttar Pradesh Congress has brought out stringent guidelines asking its leaders to emulate the Gandhis in keeping their outings to Dalit homes austere, adds Aarthi Ramachandran from New Delhi. It has also asked its leaders to visit other poor and not just the Scheduled Castes to avoid charges of casteism. The rules have been enforced after some leaders of the UP Congress made a mockery of the party’s ‘Dalit agenda’. Congress leaders ranging from Union ministers Sri Prakash Jaiswal to MPs Mohammad Azharuddin and Kamal Kishore landed up with food, rations, cooks and other amenities at Dalit homes where they were to spend the night emulating their leader Mr Rahul Gandhi, who has made incognito visits to Dalit home his trademark. The Uttar Pradesh Congress Committee (UPCC) chief, Rita Bahuguna Joshi, has issued a circular laying down the dos and don’ts for what the Congress calls, its programme to ‘sensitise’ workers and leaders about the problems of the poor. Despite having experienced problems with replicating Mr Gandhi’s visits, the party has decided to persist and even expand the plan. Only, now Congress leaders have been asked to leave the fancy food and comfortable sleeping arrangements behind. The basics of the plans include getting block presidents to spend the night with a poor family once a month alone, and not with a hoard of supporters, and eating their food and sleeping on their rope beds. Other leaders from the district president up to UPCC chief will also do the same, though not with the same frequency. To complement this, the party has asked block president to hold ‘chaupals’ or impromptu public meetings once a week and compile people’s complaints with the National Rural Employment Guarantee Scheme and other government programmes. “Simplicity will be the hallmark of the exercise,” Ms Joshi told ET. The leader also held that the Congress leadership was ‘not annoyed’ about the Gandhi Jayanti programme and dubbed it a ‘huge success’ as about 15,000 workers had spent the night with the poor for the first time. The leader said there has been some problems with the October 2 programme as the party had not been able to design a format. She held that the issue would sort itself out with the new guidelines in place. By CK Lal Hot on the heels of the news that Rastriya Prajatantra Party chief Surya Bahadur Thapa will be meeting almost everyone that matters in the Indian National Congress (INC) during his 'health trip' to New Delhi, reports indicate that Maoist supremo Pushpa Kamal Dahal will be heading north for a tête-à-tête with President Hu Jintao and other luminaries of the Communist Party of China. The announcement of some NC honcho's visit to Europe or a few UML apparatchiks' planned trip to Scandinavian countries is awaited. MJF President Upendra Yadav will probably be heading for the US once again. Just as almost all local NGOs have their patrons abroad, each political party in Nepal has collaborators outside Nepal. India continues to be the decisive player in Nepali politics, although its hegemony is no longer absolute. The Nepal Army used to be its most faithful partner. Since the Indians were the main source of arms and training opportunities, they considered the Nepal Army an extension of their own defence forces. The relationship began to sour when Nepal Army officers somehow got the impression they were fighting nothing less than the irregulars of Indian armed forces in the guise of Maoists. The first elected government under the Nepali Congress angered Indian strategists by allowing Israel and Pakistan to open embassies in Kathmandu and by independently cultivating powerful leaders in Europe and the US. But the turning point was B.P Koirala's Beijing visit in March 1960, when Chairman Mao Zedong and Premier Chou Enlai rolled out the red carpet for their Nepali guests. Indians have viewed the Nepali Congress with suspicion ever since. Despite their apparent cosiness, the Indian establishment perceives UML to be merely a political front for the Nepal Army and prefers to deal with the stalwarts of Balkhu Palace on a personal rather than organisational basis. In New Delhi, most Madhesi leaders are treated with contempt. It's not just South Block bureaucrats, even Indian politicos sneer at the various Sadhbhavana factions and ridicule MJF splinter groups. Janardan Dwivedi, the AICC General Secretary who heads the training, media and party organisation department of the Nehru-Gandhi party, was recently in Kathmandu. During a reception held in his honour, his body language was indicative of the relative importance the Indian establishment gives to competing political parties in Nepal. With Nepali Congress hotshots such as Bimalendra Nidhi, Prakash Sharan Mahat and Minendra Rijal - some of the most vociferous supporters of the 22-party anti-Maoist coalition - Dwivedi was warm, but hardly friendly. Towards other Nepali Congress leaders such as Sushil Koirala and Ramchandra Paudel, he was friendly, but far from warm. With Bijaya Gachhadar and Rajendra Mahato of MJF-D, he didn't make any attempt to hide his condescension. TMDP leaders stood like obedient students in the presence of the former Associate Professor of Delhi University. UML bigwigs were dismissed with a polite nod and a reluctant smile. It was only when being introduced to Barsha Man Pun and Hisila Yami of the Maoists that a hint of grudging respect could be detected in the demeanour of the veteran INC leader. Clearly, the political class in India realises that the Nepali Maoists have outgrown its late nineties tutelage and deserve the courtesy due to equals. The same is however not true of babus and bureaucrats. Professor SD Muni once chastised South Block diplomats as a bunch of trader baniyas who insisted on immediate return on investments made in neighbouring countries. His characterisation is even truer today, as diplomats want to see Nepali Maoists transformed into mainstreamers before they retire. They don't realise the consequences of such an abrupt end to the decade-long armed struggle on its leadership. The Maoists believe that the Indians have done them no favours. Like most Brahmins, they consider beneficence from baniyas their birthright. A Brahmin is not supposed to be grateful for anything he receives, for what he gives in return - blessings - is considered to be of higher value. Dwivedi is a Brahmin from Chitrakoot. If Nehru-Gandhi loyalist Surya Bahadur Thapa corroborates Dwivedi's assessment of Nepal's power politics, Dahal may yet repent of his decision to hobnob with Beijing. Courtesy: Nepali Times

Superintendent of Police (Rural) Lal Bahadur said DIG Neera Rawat has ordered Ram Milan to be shifted to police lines services and an FIR has been lodged five people in this connection. The woman, who along with her father-in-law arrived at the DIG's office yesterday with the dead foetuses to lodge a complaint, was admitted to Ursla hospital.

Somwati, who had been pregnant for six months, alleged that constable Ram Milan kicked her on the abdomen on Wednesday, when she and her husband had an altercation with a few neighbours at her village of Paheva. Somwati’s family members said they made several rounds of the Ghatampur police station to register a case, but were chased away by policemen. On Thursday, Somwati and her in-laws produced the foetus of male twins before Kanpur DIG Neera Rawat, who ordered an FIR to be lodged. The police have arrested four persons — Mohan Lal, Ram Dhani, Ramesh and Guru Prasad — the neighbours with whom Somwati’s family had a scuffle. ASP (Kanpur Rural) Lal Bahadur, who is investigating the incident, said, “Prima facie, it appears that fake charges have been leveled against the constable.” Bahadur said an FIR has been registered at the Ghatampur police station and the role of constable Ram Milan, who allegedly kicked Somwati, is being probed. “Action will be taken against Ram Milan if he is found guilty, Bahadur said, adding the local police had registered a non-cognisable report after the clash in the village. Meanwhile, Somwati has been admitted at Ursula Horsman Memorial Hospital. It all began on Wednesday when a fight broke out between Somwati’s husband Anil Kumar and his neighbours Mohan Lal and his family members, with whom they had a running dispute. “Two police constables, Ram Milan and Hari Om, were present when the fight broke out,” said Anil’s uncle Ram Aashrey. “Ram Milan kicked Somwati on abdomen, leading to the miscarriage.” Somwati alleged the local police tried to hush up the incident. “A few constables at Ghatampur police station threatened to register a fake case against us,” she claimed. Superintendent of Police (Rural) Lal Bahadur said that the police has received a complaint and it is investigating the matter and if any police person is found guilty, strict disciplinary action will be taken against him. The incident took place at Ghatampur area of the city, when Somwati along with her father-in-law Ramasrey arrived at the DIG's office with the dead foetus creating panic in the office. The woman was admitted to Ursla hospital and DIG Neera Rawat alongwith SP(Rural) went to see her. Lal Bahadur later told reporters that investigation into the matter is on by senior officials.

The party on Thursday noted with satisfaction the participation of its activists in the social outreach programme in Bihar though on a smaller scale on Gandhi Jayanti. There is a possibility of a similar programme being organised in Bihar, party spokesman Shakeel Ahmed said pointing out that on October 2, Congress workers had taken part in the reach-out-to-the-dalit programme in some Bihar areas. He, however, explained that the contours of such a programme would be prepared by the state party unit. Though upset by reports of some partymen indulging in ostentation during the night-out at dalit homes, the party leadership still sees the programme as an effective instrument to reconstruct its SC/ST votebank in the electorally crucial states of UP and Bihar. The emergence of BSP as a major political force has made a dent into the Congress constituency over the years. Initiated by party general secretary Rahul Gandhi, the programme is seen as an innovative way of taking the dalit vote out of the BSP basket. Rahul's latest move to give the campaign a class interpretation by insisting that his trips were essentially to disadvantaged homes is clearly intended to broaden its ambit. Conversion of class and caste is a reality in India; when Rahul Gandhi sees the marginalised as poor and not just dalits, the effort is to draw them into the national mainstream, said Manish Tiwari, another party spokesman. Asked about some party MPs bringing bottled water, foam mattresses and other items of comfort to dalit hamlets, he said, Walking the extra mile to reach out to the marginalised is an article of conviction; there is no room for tokenism.

However, the apex court allowed the Noida authorities to continue with other works of the multicrore projects. Special Forest Bench comprising Chief Justice K G Balakrishnan and Justices S H Kapadia and Aftab Alam posted the matter for further hearing on October 26. The Bench declined the plea of Uttar Pradesh government to allow the continuance of the work on the ground that 75 per cent of the work has been completed. Senior advocate Mukul Rohatgi, appearing for the state government, wanted an adjournment of the hearing on the ground that he was appearing for the first time in the matter and wanted time to respond to the CEC report. The Supreme Court-appointed committee had recommended stoppage of construction work at Noida's Bhim Rao Ambedkar Park for violating environment norms. Video Click here for VideoThe report, submitted to the apex court, had also said the construction activity would have an adverse effect on the surrounding ecosystem as it is located within 10km of a protected bird sanctuary in Okhla. It is a very big project and a large number of trees (6,000) have been pulled down to execute the Rs 685-crore project. He expressed dissatisfaction over the state's record in dealing with atrocity cases and even accused the Naveen dispensation of being callous and blocking information. The commission also rapped the government's tackling of cases against SC women, including the recent gangrape in Paikmal, and suggested formation of a SC/ST commission at the state level to deal with such issues. Singh, who wrapped up his four-day trip to Orissa to review scheduled castes related issues with a media conference, said the commission had been seeking information on different matters from the state government but the latter was not responding to its queries. After two years of sustained effort to seek information on the reservation policy in the state we got a reply only the day before we arrived in Bhubaneswar (Oct 4), he pointed out, adding, Unfortunately, the information provided to us is not complete and not specific to meet our requirements. He accused the Orissa government of not bothering to respond to questions from the Centre on reservation and was more interested in implementing its own reservation policy in contravention of Supreme Court rulings. Singh, who had on Wednesday fumed over the absence of the chief secretary and SC/ST welfare secretary at a review meeting convened by him, maintained that while the apex court has allowed backlog up to three years for reserved posts lying vacant for want of suitable candidates, the Orissa government was dereserving those posts in violation of the court orders and getting those filled up. The state government is also providing 15 per cent reservation to SC category, while the community constitutes 16.53 per cent of the population. Going by law, the reservation should be fixed on pro rata basis as percentage to the total population, he stressed and went on to remark: We are astonished how this government is running. Singh, who was accompanied by commission vice-chairman N M Kamble and members Mahendra Boodh, Mrutyunjaya Nayak and Satya Bahin, described the atrocity situation in Orissa as very, very precarious and alleged that police was helping the accused instead of the victims. The prosecution rate is nil and conviction is zero. Cases are pending since the past 10 years, but the state government is providing no relief although the law stipulates that relief to given to the victim within three months of filing of complaint, he noted. Singh criticized the state's performance in checking the dropout rate among SC students and held that due to lack of effort from the government, 85 per cent of SC students from not able to complete school. The Centre is providing funds for SC students' welfare, but in Orissa nothing has happened, he said. Singh said the commission would study the growing violence between SC and ST communities over land and other issues in Orissa and also seek a report from the chief secretary.

On October 1, the court had stayed the government’s notification of July 21, 2009, framing guidelines for reserving the wards for SC/ST candidates. According to the petitioner, the government had framed the guidelines for reservation taking into account wards with the highest SC/ST population in the Assembly segments within BBMP limits. However, the petitioner said that population ratio in the wards should be the basis for determining ward reservation.
