More SC/STs in govt jobs than OBCs

NEW DELHI: On the basis of the Mandal Commission and a favourable
order from the Supreme Court in the Indra Sawhney case, the Centre
created 27% quota for OBCs in government jobs in 1994.

After 13 years, during which caste after caste was included in the OBC
list by the National Commission for backward classes, the Centre
virtually admitted that their percentage in government employment had
drastically come down. The Mandal report had said that SC/ST
government employees comprised 18.7% of the total and though they had
a larger representation than OBCs (12.55%), it was still below the
percentage of their total population (22.5%).

"Whereas the aggregate employment for SC/ST comes to 18.71%, the
employment of OBCs works out to 12.55% against their estimated
population of 52%," the report had stated. As per the Centre's
document, the OBCs in government jobs comprised 5.21% of the total
employees as on January 1, 2005.
