The "problem" with libc here is that while /lib/libc.so.1 is delivered as one set of contents, /usr/lib/libc/libc_hwcap*.so.1 is mounted on top. Until bug 7926 is fixed, "pkg verify" doesn't look underneath the mountpoint and so thinks that libc has the wrong bits.
