Software: Proficient in SAS and AUTOSYS; Excel and Access s Responsibilities The duties include: Responsible for the design and development of technologies for executing large and complex data analysis projects. Identify and implement a suite of QC processes based on known methodologies Consult corporate-wide and with external clients on complex data analysis technologies and problems related to data transfer Establish quality standards and monitor quality control results and metrics for programs/projects critical to ETS business Develop and employ problem escalation procedures; Investigate and develop innovative solutions using emerging technologies to complex data analysis and transfer problems Oversee complex data file manipulation involving matching, merging, cleaning and modifying operational testing program data. Design data processing flow and transmission procedures Coordinate management of operational data layouts and schemas Address recent data quality issues affecting various groups supporting scoring, analysis and reporting Meet ETS program contractual agreements for processing and reporting data Archive and manage pre and post processed data files and extracts Ensure that ETS partners are meeting contractual agreements Formulates and defines scope and objectives for assigned projects. Devise or modify procedures to solve moderately complex to complex problems considering computer equipment capacity and limitations, operating time and form of desired results. Prepares detailed specifications from which programs will be written. Responsible for program design, coding, testing, debugging, quality assurance review, and documentation. Manage releases of all program/code changes for group. Determine scope and effort of new development work and the impacts to existing programs. Ensure and oversee the successful implementation of all development deliverables. Monitors and provides weekly development status for new projects. Experience, Knowledge, Skills, and Abilities Experience: The ideal candidate must - Operations Management: Advanced understanding of managing and executing all phases of operational projects. Fully proficient in applying PMO methodologies/tools associated with: Project Goals, Scoping Document, Stakeholder Analysis, Scheduling, Work Breakdown Structure, Risk Analysis, Contingency Planning etc. Technology: Expert knowledge of Data Analysis technologies and knowledge associated with databases and software development. Software: Proficient in SAS and AUTOSYS; Excel and Access Communications Skills: Working knowledge of meeting and group facilitation skills in order to facilitate client and internal project team meetings: designing effective meeting agendas, leading group decision making processes, resolving conflicts, managing group process effectively. Cross-Matrix Management: Ability to work effectively across a matrix organization. Knowledge, Skills, and Abilities include: IT knowledge in software development methodologies/processes, systems analysis, design, implementation and documentation. Excellent written and verbal communication skills in order to consult with and interact with clients, vendors and other internal staff. Time management skills sufficient to handle multiple project assignments and priorities. Proven experience using and transforming (matching, merging, and reformatting) fixed format text files in a Windows environment. Knowledge of database modeling concepts and SAS ODBC and SQL. Extensive experience using Windows PC BASE SAS (sort, data step input and field manipulation, Macro programming), SAS ODBC and PROC SQL. Experience in writing and testing complex SAS programs using SAS macro calls is required. Experience working with text editor software, such as TextPad or MultiEdit, to review and edit fixed format text files in a Windows environment. Expertise in using Microsoft Word, Microsoft Excel, Microsoft Project, and Microsoft PowerPoint software are necessary. Microsoft Visio experience is required. Understands what data means and has numerical instincts about when data manipulation results are as expected.
