*Job Description:*
The initial assignment for this position will be focused on creating the
Cognos Business Intelligence (BI) developmental and reporting
infrastructure, and then developing various business applications for the
World Trade Center construction site.
*Background*
*The Technology Services Department has designated Cognos as the standard
corporate information warehouse and reporting tool for the Agency. It is
anticipated that Cognos will play a pivotal role in the Agency's overall
Capital Program. The development of the World Trade Center, however, is the
capital project with the greatest immediate need for such a tool at this
time, although many more capital projects will exploit the reporting
capabilities of Cognos in the future. *
* Description of Work*
The Cognos architect/BI specialist installs and configures Cognos 8.3 BI
components (i.e., Web, application, database, etc.) within an IBM Websphere
environment. This specialist analyzes World Trade Center construction-site
business requirements, and designs, develops, installs, and maintains
Cognos-based project-reporting applications that include such features as:
· Score-carding and dashboards
· Flexible reporting with detailed analysis and drill-down on various
construction-project metrics
· Portal components integrated with various data sources, such as:
o SAPo Primavera P6 Scheduling
o Primavera Cost Manager
o Primavera Expedition/Contract Manager
o Port Authority INCAPS Application
· Scheduled reports
· Ad hoc report query capabilities
This individual will also be responsible to transfer solution knowledge to
production support and maintenance personnel. The incumbent will maintain
expert knowledge of how Cognos-based applications integrate with such
related source systems as SAP and Primavera. The individual will
accommodate the World Trade Center construction site business reporting
needs, resolve conflicting user demands, and maintain positive customer
relations with strong communication and coordination. Full technical
management of large projects, including developing project plans, is
expected in order to ensure completion of projects on time and on budget.
The incumbent shall be able to communicate technical concepts in
non-technical terms when working with non-technical Port Authority
staff.
*The successful incumbent will address the following specific work
requirements:*
· Identify and validate software and infrastructure components
required to implement Cognos BI solutions.
· Install and maintain such Cognos BI infrastructure components.
· Develop new Cognos BI applications and Cognos 8 reports for the
World Trade Center construction site. Typically, such BI applications will:
o Deliver secure Web-based dashboards that draw on different
data sources.
o Deliver information from different sources in a single view or
report.
o Provide an at-a-glance snapshot of business performance.
o Create personalized information centers to monitor
performance.
o Connect dashboard elements with underlying data for further
analysis.
· Develop procedures to administer Cognos BI applications.
· Provide systems administration support for Cognos BI applications.
· Write scheduled and ad hoc reports using Cognos and other corporate
data sources, e.g., SAP, Primavera, etc.
The successful Cognos architect and BI applications developer will possess
the following Cognos experience/qualifications as well as other non-Cognos
toolset skills:
1. *Experience/Qualifications*
a. Must have 5+ years experience independently developing Cognos
applications and Cognos reports from the ground up.
b. Must have experience *authoring* Cognos BI technical requirements
and design documents for business applications.
c. Must be able to work independently to develop Cognos BI
applications and Cognos 8 reports.
d. Must have 3+ years experience supporting Cognos business
applications with *direct customer contact*.
e. Must possess analytical and critical thinking skills with technical
problems of high complexity, i.e., ability to collect information to
ascertain the root cause of a complex issue and make timely decisions when
recommending corrective action.
f. Must have the ability to prioritize and manage multiple tasks and
assignments of moderate to high complexity, working tenaciously to meet or
beat deadlines.
g. Must have knowledge of quality assurance and testing procedures,
processes and techniques employed across various technical platforms and
environments.
h. Must have effective oral and written communication skills.
