*MANDATORY SKILLS/EXPERIENCE *
- A minimum of 8 years of experience development for large-scale
enterprise applications including 4 – 6 years in Java/J2EE;
- Experience in Service Oriented Architecture and Web Service
development;
- Web service development experience; experience with WS-* second
generation standards;
- Strong knowledge of XML Technologies (XML, XSL, XSD);
- Experience with relational databases preferably Oracle;
- Strong Knowledge of BEA Weblogic, UNIX, Solaris, and Linux;
- Strong IBM WebSphere Message Broker and MQ experience;
- Novell LDAP knowledge;
- Familiar with PKI architecture and understand how server-client
certificate works;
- Knowledge of BPM Engines and business activity monitoring;
- Ability to produce technical documentation;
- Excellent oral and written communication skills are required;
- Solid knowledge of testing tools and techniques;
DESIRABLE SKILLS/EXPERIENCE
- A Bachelors or Masters degree in MIS, Computer Science, or equivalent
experience is desired;
- Knowledge of rules engines preferably Fair Isaac blaze advisor;
- Knowledge of National Information Exchange Methodology (NIEM)
- Experience in Content Management Systems such as Interwoven Teamsite or
Documentum;
- Knowledge of Portals preferably Vignette Application Portal;
- Experienced with formal SDLCs and business analysis methodologies;
Working knowledge of business analysis documentation standards;
- Excellent oral and written communication skills and the ability to
clearly articulate to all project members and stakeholders; must be a team
player who works well with technical and non-technical resources;
- Should be able take initiative, be a decisive decision-maker and show
confidence in decisions made;
- Should be able to take strategic direction from executive management
and participate in strategic planning activities throughout the lifetime of
the project;
- Should be able to see tasks through to completion without significant
guidance.
- Should be able to provide documentation on their work.
*SPECIAL REQUIREMENTS** *

where the contractor has performed the same or similar work. Provide the

*SCOPE OF SERVICES *
*Business Express is intended to provide new and existing businesses with
the tools required to open and expand businesses in the New York City area.
Additionally, the project is intended to provide businesses with a web
location where they can log on to manage all of their business transactions
with the City. Major development is being divided into multiple phases of
successive increasing complexity, all beginning concurrently. *

*We require Sr. Developers with the following responsibilities:*
