Please let me know, If you have any suitable consultants available on the below urgent requirement Title : Contracts Administrator with BA Location : Owings Mills, MD Start Date : ASAP Duration : 6 months Phone screen followed by In-person interview Need two professional references from recent projects PURPOSE: Under the direction of a Senior or Lead Contract Administrator, this position will lead and conduct proposal preparation, contract development and negotiation for goods and services procured for Clients departments. This position manages all activities related to vendor contracting from the development of the Request for Proposals (RFP's) through negotiations with vendors and final selection in accordance with Corporate Purchasing Policies. These activities include development of the RFP, evaluation of bids, Scope of Work (SOW) development, award, preparation of contracts for signature approvals; recurring Corporate Purchasing Policies are followed. Ensures compliance with contractual requirements for FEP and other state and local contracts specifically related to MBE/WBE requirements and reporting. % Duties and Responsibilities 1. 40% with assistance of a Senior or Lead Contract Administrator manages the procurement process up to vendor selection including contract negotiation. Works with vendor management and business owners in the development of the RFX, SOW, and resulting contract. Review, negotiate and administer contractual documentation on an on-going basis securing the best quality, services and value to meet corporate objectives. Analyze vendor performance, compare service and/or product offerings and specifications, perform site visits as required, resolve contract, and invoice differences. 2. 15% With assistance of a Senior or Lead Contract Administrator, this position will lead contractual negotiations with potential and current suppliers so as to ensure the highest quality of products and services, supplier performance and achieve overall maximum value. Acts as primary contact with potential vendors during the RFX, negotiation, and award process. 3. 20% Interfaces with legal and risk management to ensure that all contract terms and conditions are satisfactory. Assembles contracts, verifies them for completeness and accuracy ensuring that all requests comply with the established policies and procedures. Interacts routinely with legal and business owner to resolve discrepancies. Acts as liaison with all stake holders during negotiations. 4. 10% Works closely with business owners to identify future needs. Cultivates a working knowledge of the vendor community, their capabilities, track records, and long-term viability. Develops vendor stable for key commodity purchases as well as technical and consulting services to support key business initiatives. Establishes base contracts with preferred vendors. Seeks out and develops MBE and WBE suppliers in order to maximize opportunities for these suppliers in the RFQ/RFP process. 5. 5% Responsible for the preparation and submission of documentation in conjunction with FEP, Legal, Risk Management, Finance and Audit for FEP reimbursements from the Federal Government. Ensures and adheres to corporate purchasing policy directives and Federal Government regulations. 6. 10% Ensures all documentation is complete and accessible in corporate repository. This includes the contract, executive summary, all pertinent sign off documentation and work papers. Maintains copies of all pertinent correspondence relating to the transactions. Review the Open Status Report weekly to determine if product is being received appropriately. Report discrepancies to the receiving area(s) or to the appropriate supplier. Reviews the Invoice.
