[ZION] How Do You Interpret Hymn 220 In The Light of Earthly Religious Judgmen

As I was listening to this popular hymn I found myself wondering if it 
contradicts judgment which must automatically be made by bishops, stake 
Presidents and the like.  What are your takes on this sort of thing?
