Certainly, if a person who has committed a crime has satisfied society's requirements as far as punishment and restitution, and the person has also satisfied any Church imposed punishments, s/he can be restored to full membership. Could that man be a Bishop? I guess so, if the Lord wanted him to be. There may be some special requirements for special positions (such as Paul referenced below, and which I will check out next week when the temple presidency returns), but as far as I know, forgiveness means forgiveness.
