Deism was never considered fatalistic by the Deists of Jefferson's day. They believed that as the "clock wound down" it would generate people who were more and more enlightened in the things of God, eventually giving way to a wondrous Utopian Millennium based on knowledge, truth, and freedom. That is not a bad belief system, after all.
