It is possible to configure VNI to pass traffic between zones without
a related physical interface.  However, as soon as you try to
communicate with a non-existent IP address (UDP in my test case) you
can crash Nevada or hang the process in S10.

You need an interface which is plumbed and the logical interfaces 
are created on.


Traffic between zones will not leave the system, however. IP will 
detect that the

destination is on the system system and loop it back.
