also, is configuring ip filters in a non-global zone a requirement for
having nat'ted zones? (something i'm not sure about since i've never
seen any examples of what such a configuration
At the request of the project team, I've put this case into waiting need spec.
When the spec is updated, it will be sent out and the timer reset.

This is an issue in S10 at two levels:
1. The /etc/hostname.ifname and related files are ignored when a zone
is booted.
FWIW, as NWAM is currently specified, they will soon be ignored for global
zone boots too (with appropriate transition mechanisms).
