I use dladm show-dev etc.
The error is
Dladm: insufficient privileges

There are operations not allowed from within a zone; part of the network
needs to be done outside, and that certainly includes making the network

That's what I ended up doing. Creating the aggregation on the GZ then pass
the aggregation to the GZ.
