Hi, I see the value of having a start sequence for the local zones but I don't think it is a god idea to use numerical values to determine the start order, no matter whether you put it into a separate file or into the XML file for the local zone. Both ways will fail when you move a zone to a different system.
If you want dependencies for your zones you should specify them explicitly and they shouldn't be bound to the global zone on which your local zone is accidentally running at the moment.
