I've only seen oddness like this when the timezone isn't properly set.  
Make sure that you've defined TZ in /etc/TIMEZONE; sometimes when you 
define TZ in your shell you can invoke a tool that doesn't pick up your 
environment and things seem whacky.

If thats not it supply more detail so that I can reproduce the problem 
and I'll dig into it more deeply.
