I finally figured out what I was doing wrong: I was installing the recommended cluster with the -nosave option, but 118855-36 seems to have an issue with that, if 'patchadd -d' is used that a directory needs to be manually created first.
What I did was manually install the latest 119255 (patch utils) and 118855-36, rebooted then installed the recommended cluster, and all is working now.
