Why should it? What about site admins who want to see everything, regardless of expiration?

Explicit is better than implicit. If you want the catalog to use the expires/effective indices you should tell it to do so in your queries.


- is the 'access future content' permission used to control anything? I thought it was used to deal with certain effective/ expires ranges, but from grepping it doesn't seem to ever be used!

It may not be used in the CMF, but before taking it out all CMF "customers" would have to be notified and ensure they don't use it, either. Not sure if the effort is worthwhile ;)
