Perhaps we should check the Windows build machinery before merging the 
branch.

It's easy to mess up the Windows stuff but it's hard to fix it :-)

I can help some here. After all, building Zope on Windows fills 60% of
my days lately so I'm very interested that this is as easy and has as
little dependencies as possible.
