For the record: no.

You can simply have multiple directories for a namespace package when
you use 'pkgutil'. See
http://python.org/doc/current/lib/module-pkgutil.html.

So you'd have SOFTWARE_HOME/lib/python/zope and also
INSTANCE_HOME/lib/python/zope.

IMHO, Zope 3 repository can be much smarter than Plone or other. I
think it is possible to generate some interactive documentation based on
 ++apidoc++ mechanics and publish it in Product area on future zope3.org.
