FWIW that's what we've decided to do in http://svn.nuxeo.org/pub, there is a vendor directory where we've vendor-imported various things like CMF, Epoz or ExternalEditor. It helps in making simple bundles that checkout everything needed. See for instance svn pg svn:externals http://svn.nuxeo.org/pub/bundles/CPS-3-base But we'd rather link to external svn repositories when available.
