If you call DECLARE_ZORBA_MODULE() twice with the same URI, nothing
happens, and you get duplicate entries in ZorbaManifest.xml. This
sometimes messes up xqdoc generation.
It should fail if the same module is declared twice with either the same
version or with no version.
