Public bug reported:

When doing XQDoc documentation and including a <table>, the table cells
should have the CSS equivalent of the valign="top" attribute, e.g. <td
valign="top">. Don't forget the same for <th>.

The default rendering in most browsers is to vertically center text
which always looks ugly.
