Previously, Ms. Hallawell advised numerous state and national governments as well as international organizations on the creation of policies and regulations related to electronic signatures, privacy, security and spam. Ms. Hallawell holds degrees in history and law from University College London and Exeter University, England. She is completing a master's degree from the Fletcher School of Law and Diplomacy, Tufts University.
