When you add a rule through the AWS Management Console it is  a three step 
process. First you select the rule, then you click the Add Rule button and 
then, 
the step I often forget, click the Apply Rule Changes button. The problem is 
that Add Rule puts the new rule in the list of rules , so you think it is 
active. It does not become active until you Apply it.
