Not that I'm aware of.  fd0 has been a block device major 2, minor 0
since at least RHL 5.2.  You can check what was installed with the dev
package by running:

  rpm -qlv dev | grep '/dev/fd0$'

You should get something that looks like:

  brw-rw----    1 root    floppy       2,   0 Mar 23 23:38 /dev/fd0
