You could use sudo to let people run "sudo /sbin/ifup ..." without a password (there is no special treatment for PPP or ISDN interfaces anymore in Rawhide, they are treated as ordinary networking interfaces). The configuration tool (which it is) probably should only be run by the root user/person.
