This isn't so much to offer a solution to your problem, but more of an "I
feel your pain" thing.  I use AT&T @Home, though in the Dallas area, and I
also have similar problems you describe.  After a certain period of time,
my connection will die.  And like you, it seems as though I have to
statically set up my connection.  If I try to use DHCP, it never
establishes the connection and get my IP.  However, when I statically
assign it my IP, it works.  Using Windows, if I try to statically assign
it, it refuses to connect and only works using DHCP.
