No, I'm just trying to tell you that if you do "chkconfig ipop3 on" is the
same as if you manually edit /etc/xinetd.d/ipop3 and change disable=yes to
disable=no and save the file.

chkconfig was just an added binary to make it easier to turn on/off services
in xinetd.  It's also able to be used to turn on/off stand alone daemons in
the different runlevels as well by something like chkconfig --level 35 httpd
on/off.
