Make sure that the openldap-servers rpm is installed.  This should fix the 
problem.  The base package and the clients package were installed on my 
system, but the servers package was not, and that package contains slapd.

openldap-2.0.7-14
openldap-devel-2.0.7-14
openldap-servers-2.0.7-14
openldap-clients-2.0.7-14
