No, the lilo versions in RH7.0 or 7.1 are already new enough!

What's missing is the lba32 line in /etc/lilo.conf.
Here are the complete steps:

. Have your hard disk set to LBA mode before installation
. Have a motherboard that supports LBA32 (most since 1999 do)
. Start installing...
. If disk-druid objects to your boot partition after cyl 1023,
  just go "back" and use "fdisk" instead - fdisk will allow it.
. Say YES when it offers to make you an emergency boot floppy.
. Boot from hard disk.  If it succeeds, stop, you're done.

. Boot from the emergency boot floppy.
. Modify /etc/lilo.conf - delete the line that says "linear" if present.
  Add a line that contains one word, lba32, at the top of the file.
. Run /sbin/lilo  <-- IMPORTANT
