You must have compiled in your custom 2.4.9 kernel the "make CPU idle
calls when idle" (IIRC, or maybe some other option in the APM section)
which causes this. I suggest you have a look at the APM section of the
default Red Hat kernel configuration, and keep the same unless you really
know what you are doing ;-)
