Make sure you've some empty space on the CDROM.
You can use Partition Magic (if you've it) to shrink WinME partition
(defrag it first), or use fips (provided in the dosutils directory on the
first CDROM).

If you tried to stick it in while still in ME then it won't work, it's not
like traditional windows software CD's. You need to have the cdrom
inserted
then boot up your machine with it then install. If it won't boot up with
it, check yoru BIOS settings for startup options and make sure cdrom is set
to be one of the first bootup devices ahead of the harddrives.
