Are you certain that you didn't install the kernel-2.4.3-12.src.rpm?  That
is the package that installs things in /usr/src/redhat/SOURCES.  The
kernel-source-2.4.3-12.i386.rpm installs things in /usr/src/linux-2.4.3.
kernel-headers is the package that has the /usr/include/linux files.
