Just out of curiousity, have you considered a webmail solution? I'm epxerimenting right now with using webmail and Apache's mod_ssl to keep username/password pairs secure. The mail is both sent and recieved to the server, so there are no auth issues, other than the inital login, and it can be used from litterally anywhere, including netcafe's and other such locations where people usually can't install software. Don't use cookies, and make sure your people understand not to let any password managers or anything store their passwords on strange machines.
