I'd say the service ought to be "service cvspserver", and there will
probably require something like "server_args = -f --allow-root=/cvsroot
pserver" too.

IIRC, that xinetd entry for cvs is included in recent Red Hat RPMs (not
sure about seawolf...), but wasn't before (guinness).
