How long would it take for you to get the cd's duplicated (thousands
of copies), manuals printed, boxes printed (with correct version
data), boxes filled, and product shipped to retailers?

Any product has a period of weeks between being finalized and being
available.

The 2.4.9 kernel is the result of a recent security hole that was
found after the 7.2 release had been shipped off for duplication, Red
Hat certainly did not pre-plan to release a newer kernel at this time.

Presumably after the official announcement for 7.2 there will be an
updated kernel available for 7.2 also to fix this security problem.

Finally, the kernel is only a part of any Linux distribution, there
will also be updates in many other packages so it hardly would be a
downgrade.
