Then maybe bandwidth control on a kernel level would be better? Have you
tried CBQ? It uses "tc" and the QoS stuff of the kernel.
All you need to do is install the "shapecfg" package and follow the
explanations and examples ;-) (it's nothing more than shell scripts and
config files to interface the "tc" command in a nice way)

You'll be able to limit by addresses, like that you can also give rsync and
http access to your ftp archive and have the limitations applied on all
services at the same time.
