I have setup a firewall (using ipchains) but I have both ports 25 and 110 open. I tried to telnet from both external and localhost and both requests were denied.

Do you have a firewall installed? Run `ipchains -L` to see if anything is running. Did you try telnet from the local machine or from a different machine?
