I should mention that I have done something quite similar out of
stupidity. I was lazy one time and didn't create individual directories
for each user...so I just left /home as a users directory and then when
I deleted a user it deleted the entire directory (using Webmin). This
was strictly a stupid administrator issue - though I think something
similar can be done with earlier versions of being rooted in wuftpd or
apache.
