That's probably not the package you really want to install.
If your trying to compile your own kernel, you'll want to install
kernel-source-2.4.2-2.i386.rpm. That will install the source files under 
/usr/src/linux-2.4/ (Which is a symlink to the actual version number,
/usr/src/linux-2.4.2-2 in this case)
There are more recent versions available, as well. I have: 
# cat /etc/redhat-release
Red Hat Linux release 7.1 (Seawolf)
# rpm -qa | grep kernel
kernel-2.4.9-12
kernel-2.4.9-6
kernel-source-2.4.9-12
kernel-headers-2.4.9-12
