This is a FAQ, you should be able to easily find the answer about what to
do with wu-ftpd. What I'd suggest though, that saves copying many files to
each user's home (lib, etc and bin directories at least) is to use ProFTPD
which uses by default an internal "ls" which isn't marked experimental
(unlike wu-ftpd's).

You can get my clean proftpd package, which will install flawlessly on
Seawolf as long as you have the latest glibc update installed from :
http://enigma.freshrpms.net/

The default setup for users is exactly what you are asking for, and only
members of the "adm" group will be able to browse the whole system. To
enable anonymous access or change anything, see /etc/proftpd.conf.
