There are many tools which can used for this purpose and all of them 
are free:
- xosview (you have to activate the net monitor by editing 
/usr/X11R6/lib/X11/app-defaults/XOsview and setting xosview*net: True 
and !xosview*netBandwidth: 7500)
- gkrellm
- mrtg
If you use hisax as the driver for your ISDN terminal adapter: 
kisdnload, xisdnload. Otherwise kpppload.
And there are many more. In principle every tool which can monitor a 
network interface and visualize the throughput should be usable for 
this purpose.
