Those shared libraries are included in OpenSSL 0.9.6b, which wasn't in RHL 7.1. It looks like you're trying to install the update packages built for RHL 7.2 and 7.3. Try bind-9.2.1-0.70.i386.rpm, which should install without problems on 7.1. Alternatively, you can upgrade to the versions of the openssl and openssl096 packages bundled with RHL 7.2 or 7.3 to get these versions of the libraries, though I'd recommend just grabbing the updates for 7.1 instead.
